Furlough

From 12/22/18 to 1/25/19 there was a federal government shutdown, or "furlough", in the United States. Here is letter that was sent out to furloughed employees. The purpose was so employees could use this template, and send it to their creditors or whomever they have bills with to explain the furlough and hopefully the creditors would be lenient. The idea was good...
But the kinds of government employees varies widely. Does it make sense for, as an example, a statistician to be able to do carpentry? Not to mention, what about those employees that are not in an apartment. Do we ask Wells Fargo, or whomever we have our mortgage with, to work on their cabinets or paint their establishments?
